Commissioning Lead

Location: Calgary, Alberta
Our client is seeking a Commissioning Lead who will be accountable to lead pre-commissioning, commissioning and turn over to operations for all engineering projects encompassing a wide range of gas pipeline and facility projects . 
 
Deliverables include:
  • developing and managing commissioning plans
  • assembling a commissioning team
  • defining all commissioning tasks
  • developing schedules
  • managing all vendor documents
  • managing commissioning forms, first gas, start up, performance testing
  • managing all required sign-offs
  • management and coordination of both internal and external resources to deliver project expectations and assure projects achieve operational, schedule and financial expectations.
KEY RESPONSIBILITIES/ACCOUNTABILITIES:
  • Support the development and on-going sustainment of AIMS, Compliance Management, and Information Governance.
  • Develop and own the Commissioning Practice to ensure a safe, systematic, consistent, and standard approach.
  • Coordinate the approval of project pre-commissioning and commissioning plans and schedules. This includes a full review and understanding of all documents and Drawings from engineering and construction such as Control Philosophies, Cause-Effect Documents, POs, P&IDs, electrical drawings, etc.   
  • Develop project specific commissioning procedures which incorporate lock out tag out requirements, instrument indexes, check sheets, PLC and SCADA requirements, and testing documentation. 
  • Work with the Project Manager to put together commissioning scopes of work and review quotes for commissioning line items and specific costs.  Provide estimates for commissioning activities during design.
  • Establish and facilitate pre-commissioning and commissioning meetings.
  • Create a Commissioning Manual to maintain all documentation per Project. Ensure all Commissioning information, i.e. redlines, documents, forms, plans, drawings, vendor documents, etc. are placed in this Manual and it is maintained throughout the Project.
  • Compile all turnover documentation, O&M Manuals, Commissioning Documentation (Plans, Forms, Sign-offs, etc.), copies of redlines, Vendor Warranty information and Vendor Commissioning Forms, and software discs for turnover to Operations, and make sure all IT Systems and Networks are updated.
  • Reviews the operation of specific facility equipment and systems to ensure a systematic, approach to facility commissioning and minimize unplanned downtime during commissioning.
  • Manage site Pre-Commissioning, Commissioning, and Performance Testing of systems and the turnover of the commissioned facility to Operations.
  • Manage the Project Health, Safety and Environmental requirements during commissioning in accordance with the Project Construction Management Plan.
  • Ensure Field Operations and Gas Control are adequately prepared and ready commence operation once commissioning activities are completed.
 
EDUCATION/EXPERIENCE REQUIRED:
  • Minimum 10 years of experience in the oil & gas industry with at least 5 years of experience in commissioning  or operation of gas facilities, project execution or project engineering for reciprocating compression, turbines, control, safety and utility systems.
  • An Engineering degree or diploma in an applicable discipline and professional engineering designation or certified engineering technologist designation, eligible for registration in Alberta, British Columbia and Saskatchewan is considered an asset.
  • High degree of knowledge of the hazards and safety precautions in the operations of a pipeline facility.
  • Experience in SCADA and automation and controls are considered an asset.
  • Working knowledge of applicable codes, procedures, policies, and regulations.
  • A demonstrated ability to understand construction contracts, specifications,  standards and drawings and narratives which may include flow diagrams, site layouts, general arrangements, P&ID’s, plot plan, control philosophies, etc. is also required.
  • Working knowledge of all pipeline facility aspects; mechanical, civil, electrical & instrumentation, automation & controls and knowledge and experience in gas pipeline facility construction or operations and maintenance is required.
  • Ability to travel and work outside of traditional business hours.
  • Ability to travel and work in the United States
  • Strong team development and leadership skills with change management experience.
  • Strong written and oral communication skills
  • Strong skills in the areas of team facilitation, collaboration, negotiation and influencing, process mapping, problem solving and creative solutions, stakeholder management and project management
 
The position will be based in Calgary with travel to field locations as required by specific projects.   Only those authorized to work in Canada will be considered.  Strong preference given to those already located in Alberta.
